Rename normative binding vocabulary everywhere 2. ...

Completed all three changes:

• Renamed the task-facing vocabulary consistently and removed residual binding / normative terminology without changing wire literals.
• Rewrote task/instruction.md from scratch around mission, evidence authority, recovery procedure, failure rule, and deliverables.
• Reshaped test_outputs.py into grouped certificate/runtime acceptance slices plus a fixture-driven 1,024-case risk corpus. Renamed the verifier entry point to check_packet_resolution_matrix.

Validation: Python compilation and git diff --check pass; sealed-package hashes are consistent; pytest collects 1,036 tests; the 1,024 rejection cases + positive risk fixture all pass (1,025 passed).
